@dglt - Yes, probably, someone programmed BIOS with stock image, or some "Dump" someone said was a dump online but was actual fake dump made with stock image.
Best thing to do here since all is failing is dump BIOS, fix serial/UUID etc directly manually, then program back in. For that, we will need another users dump and to know that persons system info too.
I will ask only user I've helped with this model below, if either of you know someone else too, best to ask if they can help as well in case user below does not reply back.

i know a couple others with this model i can ask as well, does the region the laptop is meant for matter or is that something you can easily fix with a quick edit?

@dglt - I can't comment on any of this until I have dump + Sys info so I can see what is where.
But to your last question, if you mean region as in where in the world, no that does not matter for this, only that it's Y740

But, I can't use their BIOS without knowing their system info, so it's not really any help for now.
I think all I need Hirosake has given below We'll just have to see if this model can be BIOS region flashed with FPT or not.

Send me file from FPT Spoiler step #1 + Vars all in same max compressed zip, and let me know what error you get at FPT spoiler step #2
Also, let me know what BIOS version you are using, and link to the download page (not direct BIOS download), thanks

Please download the following package, and run the command below from each versions folder that directly contains it's exe.
Before doing this, make sure you have secure boot disabled in BIOS, any BIOS password removed, and TPM/Encryption disabled.
Once done, copy the entire folder somewhere, delete everything but any created vars.txt and then repackage this and send to me.
This way all created vars.txt remain in place in the folders of the version that created them.
There may be errors, not all may work, ignore and carry on as outlined

I try dumping the BIOS using FPT (12). The bios dump is successful but seem flashing it back faces error of Protected Range Registers.
Here's the attachment of BIOS dumped and the error logs. Please have a look or suggest me further steps I could bypass it. Thank in advance.

Did you do all that before you made the files attached at #22 + #24?

I did check Secure Boot, BIOS password and being pretty sure that they're disabled. For TPM, could you have a look on my photo (cmd tpm.msc). I though it mean not activated but after you reminding the TPM I was a little unsure. It's much different from what I could find on Google where images there showed the correct state of On or Off.

@ndthtnt - You're welcome! Pretty sure does not work here
You need to be 100% sure, otherwise we're wasting time, because you'll need to redump ALL that after changing those settings, if you did not do it first.
I mean, you have to do the following, BEFORE you dump vars or do FPT stuff
1. Disable secure boot.
2. Disable Encryption or TPM if enabled in BIOS (only care about this in BIOS, if you don't see a setting for it, then ignore this step)
3. Remove any BIOS password

Then dump vars, and do FPT stuff. So, all this done BEFORE you did 22+24 above, or not?
Still, also waiting to know what BIOS version you are using and for you to link me to the BIOS download page

There I'll process and check them in the bios screen after work. As I'm at work now therefore I searched that way of checking TPM via Chrome remote (as I could not access the device).

It was a bad decision not to bring the machine along with me when I went to work :(

Ohh OK. Yes, best to check all this when you are at the system, then redo vars/FPT stuff if you have to make any changes in BIOS.
