Nothing unusual. All System Tool packages contain tools of the same version with only some rare exceptions. The ones gathered here are usually different because we update whatever we find at a given time. I've also removed the source link, no need to publicly "burn" a source or company which made a singular mistake (however easy it might be to find it via other means).

You can't "flash only ME". You have to merge the CSME image with the correct PMC CNP image etc., as explained in the initial post.

I used to disable management engine in device manager. Now I keep it updated after I read it runs anyways. I have one question: on my motherboard's download page latest version is 2047.100.0.1039 Where do people find newer version? proof/links or all of this looks like a scam

They are extracted from BIOSes uploaded by various motherboard manufacturers. The version of MEI contained in your own motherboard manufacturer's BIOS is not necessarily the latest.
